After the interview is aired, the rumor that the Acting Mayor has a crush on TONG NGA-MAN causes a temporary clamour, therefore SO FEI intends to clarify it. Quite the contrary, the secret that LAI-WO's unrequited love towards NGA-MAN is exposed. Once again, LAI-WO encounters difficulties regarding the enforcement of the government policy because there is not enough government fiscal funds for Guangzhou to meet any demand.
